It's a known fact that Ocean Beach, a beach community built on a sand bar, is at most, 10 feet above sea level, and about 1000 feet wide, and full of millionaires.
What do you suppose happens when it rains a lot, and we have storms, and a Lamborghini is parked in an underground garage? That's right, that underground parking garage floods.
It does not take Sherlock Holmes to figure that out.
